Decal

I have seen where people are making decals and in doing some research I find that the decal paper comes in white or clear material. Why would I choose one over the other? I understand that if you want white in the decal you probably want white decal paper. I would think that you could use the clear decal paper and underpaint white. Is my thinking correct?
