Home made notcher will not work.Advice?

I am new to building and have problems with cutting notches.Looking here for help i read people usa a "notcher" and followed ith instructions on making them.
I have run into a problem,mine file/cut a notch BUT not very deep,it seems to bind up at apx 1mm.
I have been using hard balsa and stiff styrene with 400 grit glued with pva or stuck with thin double sided tape.Any ideas what i am doing wrong?

A great notcher is a powertool jigsaw blade { just the blade } hold the balsa as close as you can to where you want the notch and just draw the blade backward on the balsa { do not use a sawing action just draw the blade backwards, this will make a perfect notch with traight sides most jigsaw blades are 1/16 th which is perfect for stringers.
