I would suggest remove the tissue. Lightly sand the frame. wet the wing and clamp or weight it down in the prper shape.
To prevent this from happening. I would suggest you cover both sides of the wing with dry paper. Try to keep the wrinkles out. then wet and clamp, brace or weight it in shape as the paper dries. When it is completely covered, paper shrunk. Then dope the entire wing.

PS Here is my wing from my last 400 series Bf109 project...
Notice the entire wing is covered top and bottom. The paper is shrunk. At this stage I check the paper. If I see any bad wrinkles, I would cut out the section and re-paper that section. After it passes that inspection I would dope the entire wing top and bottom. Your wing has less ribs, more fragile and more likely to get a warp.
