The AMA sells the plans. I ordered a set for the Mosquito and compared them to the originals. There were very good quality and complete including the other papers that come in the kit. The only down side was that the decals and card stock were in B&W so a little work would be required there but at least you'd have a pattern to work off of.
But I suspect that the MA doesn't sell many plans because of the reasons that Bill stated. In fact, there are so many sheets in the B-29 kit that the AMA price for it is quite high, around $80 if I remember correctly. It doesn't take much of an imagination to realize that you can buy a kit and resell it later, just keep the contents pristine while you build your scratch model.
