I have done the small R/C (radio controll(ed)) planes in my time too. I am now building pretty medium-sized (63-90 cm wingspan) research planes. I use them for research on real aircratf designs (for my college projects). I think your plane won't fly as well or maybe even not lift itself from the ground when having all the main control surfaces. You will then have to use a VERY small battery, which weighs about 1-3 ounces. Those are very hard to find. You might do a good job woth just rudder and elevator. Don't bother with the wing ailerons. Use some micro servos, a little, nearly weightless, receiver and a smallish battery that will allow you to fly 2-4 minutes. I would recommend you download this software in the downloads section on the
www.motocalc.com web-site.In moto wizard you give all the characteristics of your plane and it will give you the top results that match your desired flight characteristics. There you will receive the engine name, propeller diameter, the battery, and it's rating according to your desired aircraft (airplane) performance. I would suggest not using landing gear, since you want to convert a 16-inch plane into an R/C machine.
